You are sending blank time segment in DTM-011

ASNs are being sent in GMT format. So If your carrier arrives at 4PM (1600) on 4/19  we would like the ASN to be sent at 4PM (1600) on 4/19 with the DTM segment timed at 20:00 on 4/19. (1600+4 hours=20:00 4/19) 
So the correct DTM-011 should be: DTM*011*20180419*2000~
