It makes the accounts payable function less efficient than it could be and of course is a weak internal control. Yet the practice persists, sometimes out of necessity and other times because no one has taken the time to try and stop it. Tips:Here are three controls used by respondents to AP Now's Payment Attitude Survey to help ensure no game playing goes on when checks must be returned to the person who requested the payment. They can also be used to help minimize the number of requests made for the return of checks. The article included some additional ones. * If you can, mark on the invoice who the payment was returned to. Then, when the vendor calls saying it has not been paid, you know exactly where to focus your research. * Require dual approvals for the return of a check. * Regularly analyze the log of checks being returned and question anyone who is getting more than the occasional payment returned to them. * Have checks given to the controller (or some other high-level executive) for review. If he/she agrees, have the checks returned to the requester by the controller. One respondent indicated that her method for minimizing the number of such requests was intimidation. This could work in that vein. * Convert as many vendors as you can to ACH. Then there is no check to return and no argument. Proble= m: Returning checks to the person who requested the payment is n= ot a great practice. It makes the accounts payable function less efficient = than it could be and of course is a weak internal control. Yet the practice= persists, sometimes out of necessity and other times because no one has ta= ken the time to try and stop it.

Tips:<= /b>Here are three controls used by respondents to AP Now's Payment A= ttitude Survey to help ensure no game playing goes on when checks must be r= eturned to the person who requested the payment. They can also be used to h= elp minimize the number of requests made for the return of checks. The arti= cle included some additional ones.
  • If you can, mark on the invoice who the payment was returned to. Th= en, when the vendor calls saying it has not been paid, you know exactly whe= re to focus your research.
     
  • Require dual approvals for th= e return of a check.
     
  • Regularly analyze the log of checks= being returned and question anyone who is getting more than the occasional= payment returned to them.
     
  • Have checks given to the cont= roller (or some other high-level executive) for review. If he/she agrees, h= ave the checks returned to the requester by the controller. One respondent = indicated that her method for minimizing the number of such requests was in= timidation. This could work in that vein.
     
  • Convert as man= y vendors as you can to ACH. Then there is no check to return and no argume= nt.
