ecially on a Friday. Today the State Department released the 2017 Country=
 Reports on Human Rights Practices [ https://www.state.gov/j/drl/rls/hrrp=
t/humanrightsreport/index.htm#wrapper ]. Promoting freedom  promoting and=
 defending human rights and fundamental freedoms are central to who we ar=
e as a country, and the United States will continue to support those arou=
nd the world struggling for human dignity and liberty.=20

This is the 42nd annual Human Rights Report that the department has now r=
eleased. Were delighted to have our Acting Secretary of State, John Sulli=
van, with us here today to say a few words about this report. After Actin=
g Secretary Sullivans remarks, we will invite Ambassador Michael Kozak to=
 the podium to answer some of your questions. I will help facilitate, as =
we all know one another, and assist with that.=20

Ambassador Kozak is a senior bureau official with the Bureau of Democracy=
, Human Rights, and Labor, and hes looking forward to speaking with you s=
hortly. He has served this department under Republican and Democrat admin=
istrations for 46 years, which is incredible. Sir, thank you for your ser=
vice to the State Department.=20

And with that, I will hand over the podium to our Acting Secretary John S=
ullivan. Sir.=20

*ACTING SECRETARY SULLIVAN: *Thank you, Heather. Good afternoon, everyone=
. Its an honor to be here to formally release the 2017 Country Reports on=
 Human Rights Practices [ https://www.state.gov/j/drl/rls/hrrpt/humanrigh=
tsreport/index.htm#wrapper ]. Now in their 42nd year, these reports are a=
 natural outgrowth of our values as Americans. The founding documents of =
our country speak to unalienable rights, fundamental freedoms, and the ru=
le of law  revolutionary concepts at the time of our founding that are no=
w woven into the fabric of America and its interests both at home and abr=
oad.=20

Promoting human rights and the idea that every person has inherent dignit=
y is a core element of this administrations foreign policy. It also stren=
gthens U.S. national security by fostering greater peace, stability, and =
prosperity around the world. The Human Rights Reports are the most compre=
hensive and factual accounting of the global state of human rights. They =
help our government and others formulate policies and encourage both frie=
nds and foes to respect the dignity of all individuals without discrimina=
tion.=20

This year, we have sharpened the focus of the report to be more responsiv=
e to statutory reporting requirements and more focused on government acti=
on or inaction with regard to the promotion and protection of human right=
s. For example, each executive summary includes a paragraph to note the m=
ost egregious abuses that occurred in a particular country, including tho=
se against women, LGBTI persons, persons with disabilities, indigenous pe=
rsons, and members of religious minorities.=20

Before I turn the podium over to Mike, Id like to discuss a few countries=
 in particular, including some with the most egregious human rights recor=
ds.=20

The entire world is aware of the horrendous human rights abuses in Syria,=
 including barrel bombing of civilians, attacks on hospitals, widespread =
reports of rape and abuse by Syrian Government personnel. A week ago, the=
 President took action, together with our French and British allies, to d=
eter the use of chemical weapons and protect the human rights of Syrian c=
ivilians.=20

We condemn the ethnic cleansing of Rohingya in Burma and the atrocities c=
ommitted against them, and we are working with partners to address that c=
risis. More than 670,000 Rohingya have fled to Bangladesh in recent month=
s. Hundreds of thousands of civilians have been internally displaced. Tho=
se responsible for the violations, abuses, and attacks must be held accou=
ntable.=20

The DPRK is one of the most repressive and abusive regimes in the world. =
As the report makes clear, the Kim regime systematically neglects the wel=
l-being of its people to underwrite and fund its illicit weapons programs=
 via forced labor, child labor, and the export of North Korean workers.=20=


China continues to spread the worst features of its authoritarian system,=
 including restrictions on activists, civil society, freedom of expressio=
n, and the use of arbitrary surveillance. The absence of an independent j=
udiciary, the governments crackdown in independent lawyers, and tight con=
trols on information undermine the rule of law. Were particularly concern=
ed about the efforts of Chinese authorities to eliminate the religious, l=
inguistic, and cultural identities of Uighur Muslims and Tibetan Buddhist=
s, as well as restrictions on the worship of Christians.=20

The Iranian people continue to suffer at the hands of their leaders. The =
right of peaceful assembly and freedoms of association and expression are=
 the legitimate expectation of all individuals worldwide. Unfortunately f=
or the Iranian people, these human rights are under attack almost daily.=20=


In Turkey, the detention of tens of thousands of individuals, including j=
ournalists and academics, under an ongoing state of emergency has undermi=
ned the rule of law there.=20

In Venezuela, the Maduro regime represses the human rights of its people =
and denies them the right to have a voice in their government. Thousands =
flee their homes daily in response to this growing humanitarian crisis. A=
t the Summit of the Americas last week, Vice President Pence announced $1=
6 million in humanitarian aid from the United States to help those who ha=
ve fled Venezuela, are in  and are in desperate need of food, water, and =
medical help. We stand by the Venezuelan people even as their leaders ref=
use to allow aid into the country.=20

Finally, the Russian Government continues to quash dissent and civil soci=
ety, even while it invades its neighbors and undermines the sovereignty o=
f Western nations. We once again urge Russia to end its brutal occupation=
 of Ukraines Crimean Peninsula, to halt the abuses perpetrated by Russian=
-led forces in Ukraines Donbas region, and to address impunity for the hu=
man rights violations and abuses in the Republic of Chechnya.=20

Thats a brief overview of the factual reports on countries of most concer=
n. I know that Ambassador Kozak will be happy to answer any questions you=
 may have, but before I turn the podium over to him, let me note at least=
 a few bright spots.=20

Uzbekistan  although theres still much progress to be made, the country h=
as pursued a strategic reform agenda with positive effects on human right=
s, including the release of eight high-profile prisoners last year.=20

In Liberia, the recent presidential election represents a milestone marki=
ng the first peaceful transition from one democratically elected leader t=
o another in more than 70 years.=20

And in Mexico, the general law on forced disappearances established crimi=
nal penalties for persons convicted of forced disappearance and a nationa=
l framework to find victims.=20

These represent a few of the more positive examples noted in the reports =
which are released today. We hope to see many more positive accounts of c=
ountries taking serious action to improve the human rights record in the =
reports next year.=20

In conclusion, let me say America leads the way globally to promote human=
 rights. We will also continue to impose consequences on those who abuse =
human rights. Over the past year, through the Russia Magnitsky and Global=
 Magnitsky sanctions programs, we have undertaken some of our most aggres=
sive measures yet. No human rights abuser, no matter where in the world, =
is out of our reach. The Human Rights Reports are a significant part of t=
hat overall effort. Creating them is an enormous undertaking and not for =
the fainthearted. Im grateful to so many of my colleagues in the State De=
partment, including those here in Washington and many others in embassies=
 and consulates around the world, whove made these reports possible and c=
ontribute to Americas longstanding leadership in promoting human rights.=20=

=09China continues to spread the worst features of its authoritarian syst=
em, including restrictions on activists, civil society, freedom of expres=
sion, and the use of arbitrary surveillance. The absence of an independen=
t judiciary, the government=92s crackdown in independent lawyers, and tig=
ht controls on information undermine the rule of law. We=92re particularl=
y concerned about the efforts of Chinese authorities to eliminate the rel=
igious, linguistic, and cultural identities of Uighur Muslims and Tibetan=
 Buddhists, as well as restrictions on the worship of Christians.
</p>

<p>
=09The Iranian people continue to suffer at the hands of their leaders. T=
he right of peaceful assembly and freedoms of association and expression =
are the legitimate expectation of all individuals worldwide. Unfortunatel=
y for the Iranian people, these human rights are under attack almost dail=
y.
</p>

<p>
=09In Turkey, the detention of tens of thousands of individuals, includin=
g journalists and academics, under an ongoing state of emergency has unde=
rmined the rule of law there.
</p>

<p>
=09In Venezuela, the Maduro regime represses the human rights of its peop=
le and denies them the right to have a voice in their government. Thousan=
ds flee their homes daily in response to this growing humanitarian crisis=
. At the Summit of the Americas last week, Vice President Pence announced=
 $16 million in humanitarian aid from the United States to help those who=
 have fled Venezuela, are in =96 and are in desperate need of food, water=
, and medical help. We stand by the Venezuelan people even as their leade=
rs refuse to allow aid into the country.
</p>

<p>
=09Finally, the Russian Government continues to quash dissent and civil s=
ociety, even while it invades its neighbors and undermines the sovereignt=
y of Western nations. We once again urge Russia to end its brutal occupat=
ion of Ukraine=92s Crimean Peninsula, to halt the abuses perpetrated by R=
ussian-led forces in Ukraine=92s Donbas region, and to address impunity f=
or the human rights violations and abuses in the Republic of Chechnya.
</p>

<p>
=09That=92s a brief overview of the factual reports on countries of most =
concern. I know that Ambassador Kozak will be happy to answer any questio=
ns you may have, but before I turn the podium over to him, let me note at=
 least a few bright spots.
</p>

<p>
=09Uzbekistan =96 although there=92s still much progress to be made, the =
country has pursued a strategic reform agenda with positive effects on hu=
man rights, including the release of eight high-profile prisoners last ye=
ar.
</p>

<p>
=09In Liberia, the recent presidential election represents a milestone ma=
rking the first peaceful transition from one democratically elected leade=
r to another in more than 70 years.
</p>

<p>
=09And in Mexico, the general law on forced disappearances established cr=
iminal penalties for persons convicted of forced disappearance and a nati=
onal framework to find victims.
</p>

<p>
=09These represent a few of the more positive examples noted in the repor=
ts which are released today. We hope to see many more positive accounts o=
f countries taking serious action to improve the human rights record in t=
he reports next year.
</p>

<p>
=09In conclusion, let me say America leads the way globally to promote hu=
man rights. We will also continue to impose consequences on those who abu=
se human rights. Over the past year, through the Russia Magnitsky and Glo=
bal Magnitsky sanctions programs, we have undertaken some of our most agg=
ressive measures yet. No human rights abuser, no matter where in the worl=
d, is out of our reach. The Human Rights Reports are a significant part o=
f that overall effort. Creating them is an enormous undertaking and not f=
or the fainthearted. I=92m grateful to so many of my colleagues in the St=
ate Department, including those here in Washington and many others in emb=
assies and consulates around the world, who=92ve made these reports possi=
ble and contribute to America=92s longstanding leadership in promoting hu=
man rights.
