Establish Valid Controls and Ensure Compliance with the Final Produce Safety Rules
The Final Produce Safety Rules were published on January 26, 2016. Small businesses had 4 years to achieve full compliance, very small businesses had three years and all other farms are expected to be in full compliance by January 2018.

The Final Produce Safety Rules cover critical food safety requirements for agricultural water quality testing, control over biological soil amendments (raw manure, stabilized compost), preventive controls for the contamination of sprouts, control over domesticated and wild animals, control over equipment tools and buildings and established mandatory worker health and hygiene training.

The sampling, collectìon, analysis and decision-making exercises and data required to establish valid produce food safety systems in harvesting, packing and holding operations means that food operations must not only understand the rules, but must also understand some of the water control, background and control issues involved. Uncontrollable problems, such as biofilms and normal farm contaminants, make such controls seemingly impossible.

While most farms will not have the internal ability to address complete and accurate surveys, water sampling, testing and analysis or the ability to modìfy current operations to meet minimum contamination requirements, all operations must understand the basic rule requirements and the environment within which controls must be established.

Food operations involved in the growing, harvesting, packing and holding of produce must understand the basic requirements that go beyond latent food safety audits. Many operations have chosen to adopt a “wait and see” attitude and have ignored the need to reach full compliance before established deadlines.

Other FDA FSMA rules that establish supplier controls mean that the produce rules impact the entire produce handling supply chain since liabìlity is now shared based on purchasing from unqualified sources.

Join this session with food safety expert Dr. John Ryan, who will cover the basic rule requirements and will also cover the results of real-life farm sampling of water and produce and present some of the issues involved. John will share the procedures that have been developed and implemented and on which people have been trained.
