- Hurricane Harvey's affect on the oil and gas industry in southeast Texas, by the
numbers:

* Southeast Texas produces about 75% of ethylene, which is essential for consumer
and industrial goods, from car parts to footballs to diapers. Harvey's floods shut
down most of the state's ethylene plants, which means that 61% of US ethylene capacity

* ExxonMobil disclosed that Harvey damaged its Baytown oil refining complex (the
 second-biggest refinery in the US) - a floating roof covering an oil tank sank 
during the storm, causing "unusually high emissions"; and, at its Beaumont refinery,
a sulfur thermal oxidizer, which captures and burns sulfur dioxide, was damaged,
 resulting in the release of more than 1,300 pounds of sulfur dioxide.
* At Chevron Phillips' Cedar Bayou chemical plant, the company disclosed that several
hazardous pollutants that exceed permitted limits were released, such as 1,3-butadiene,
benzene and ethylene.
* Arkema, which uses refined petroleum to produce organic peroxides used in plastics
and rubber, was at risk of an explosion after its refrigeration system and inundated
backup power generators failed. (The materials need to be kept at a constant low
 temperature to prevent combustion.)
- Unless it is reauthorized by the end of September, the National Flood Insurance

does not call for Congress to change any laws but does seek "reforms" - from the

of the solar industry itself. Ironically, the final decision about government intervention

woes of Suniva and its co-petitioner, SolarWorld Americas, are a result of unfair
competition from Chinese companies benefiting from state subsidies, or a result 
of a highly competitive market and the (failed) business practices of the two companies.

manufacturers to compete, the price drop has also fueled a boom in solar development

Climate
- There are few sectors more riddled with externalities than the transportation 
sector. Parry, Walls and Harrington's seminal survey classifies transportation externalities
into fuel related costs. They calculate that each gallon of gasoline causes about
6 cents worth of global warming damage; 12 cents worth of energy security costs 
(e.g. reliance on foreign sources for oil) age; 42 cents for local pollution, and
63 cents for traffic congestion and accidents. Some expert critics of the study 
disagree with the numbers, but they generally agree that the categories are the

- High voltage lithium-ion batteries are the current standard but they are expensive
and can develop breaches in their internal structure, known as dendrite growths,
 causing them to catch fire. On the other hand, researchers have developed a new
 magnesium-based battery cathode.  However, voltage of the new battery remains low
