*=09Corpus Christi, Texas: scheduled to enter service in 20= 19.
*=09Cove Point, Maryland: 90% done, and "essentially complete."*=09Freeport, Texas: waiting for a decision by the DC Circuit - the Sie= rra Club challenged authorization.
*=09Delfin, 50 miles offshore of L= ouisiana: has received DoE approval, now waiting for FERC regulatory approv= al, and then the investment fund will close and construction will begin. *=09Jordan Cove, Oregon: the only LNG export terminal on the West Coast= , it has no permits but it does have the support of the White House.

Nuclear

- An= "economic choice" conundrum: On the one hand, if all US nuclear r= eactors that are operating uneconomically were replaced by new gas plants, = US emissions would increase b= y 4.9 percent; on the other hand, subsidizing uneconomical nuclear reactors= to keep them online would require an estimated $2.9 billion of tax-payer funding, annually.

Renewables=

- The solar eclipse obscured sunlight to approximately 1,900 utilit= y-scale solar photovoltaic (PV) power plants in the US, or about 9,000 mega= watts of solar power - the equivalent of nine nuclear reactors. California lost about 6,000 MW of solar power during the total sola= r eclipse, even though the most intense path of the eclipse did not run through any part = of the state. In most cases, natural gas was the primary replacement energy= source. Given the relatively narrow path of the total portion of t= he eclipse and its limited elapsed time, relatively little solar PV cap= acity was interrupted. 
- Cleantech patent trends, an upd= ate:
*=09Just seven cities - Boston, Detroit, Houston, Los An= geles, New York, San Francisco, and San Jose - account for 38 percent of al= l cleantech patents developed by US inventors since 2011.
*=09Though c= oncentrated, cleantech innovation is taking place across diverse regions of= the country, and evenly in red and blue states (Ann Arbor, Boise City, Col= umbus, Greenville, Knoxville...).
*=09Innovation is dominated by non-U= S companies - in 2016, 51 percent of all cleantech patents were owned by la= rge foreign multinationals, while only 39 percent were generated by US comp= anies.

- California and the Texas were once the "hot" wind-ener= gy states. Next it was the Midwest, led by Iowa. Currently, the hot= wind-market is Minnesota. Wind power now accounts for nearly 18 percent of t= he electricity generated in the state - ranking it seventh in the nation fo= r wind energy.

- Solar panels last about 20 to 30 years. China, which cur= rently has the world's largest number of solar power plants, will have to f= igure out what to do with about 70GW worth of out-of-commission solar panel= s - that's three times the scale of the Three Gorges Dam, by power producti= on.

- About 95% of all cells and panels sold in the US last yea= r were made abroad, with most coming from China, Malaysia, and the = Philippines.

- The ROI for ARPA-E has been around 20 percent on its early, risky investm= ents.

 Policy

- Interior Secretary Ryan Zinke said he's recommending that none of 27 national monuments carved from wilderne= ss and ocean be eliminated, though he left some wiggle room saying= that "there would be unspecified boundary adjustments to a "handful."

- Latest buzz from the Beltway: White House officials were luring West V= irginia Democratic Senator Joe Manchin to serve as Energy Secretary, a role= currently occupied by Rick Perry. But Senator Manchin t= urned down the offer before it was officially delivered.

- The EPA is planning to pursue a legal strategy known as the= "112 exclusion," which a= rgues the agency can't regulate power plants under Section 111(d) of the Cl= ean Air Act - as the Clean Power Plan proposed - because power plants are a= lready hit with limits for mercury and air toxins under Section 112. &= nbsp;In other words, this is a "double jeopardy" argument - that Section 111(d) and Section 112 are the same.

- Mich= ael Lewis, known for books like "Moneyball" and "Blind Side= ," explores the convoluted past, present and= future of the Energy Department in a lengthy piece for Vanity Fair. Le= wis tells the story of what DOE actually does and how fraught with risk it = all is. He hits highlights such as the loan program, nuclear security, phys= ical and cyber threats to the electric grid, and includes an extended secti= on on the Hanford nuclear cleanup. AES Members have access to the a= rticle.

- The Renewable Fuel Standard has critics on = both sides of the political aisle, but opinions do not split down ideologic= al lines as much as geographical ones, depending on proximity to the Midwes= tern corn belt. Of the 184 counties with an ethanol plant in the US, 95 per= cent voted for Trump, in part because he made a pledge to protect the ethanol requirements. However, Presiden= t Trump has submitted a new RFS that slightly cuts the ethanol requirements= . On the face of it, the proposed cut is relatively small, reducin= g the amount of renewable fuel that refineries have to buy in 2018 to 19.24= billion gallons, from 19.28 billion gallons in 2017. But the signal it sen= ds to the market - telling investors the US renewable fuel industry will no= longer grow - could be devastating. Biofuel quotas were scheduled to conti= nue rising through 2022. The deadline for the EPA to finalize the rule is N= ovember 30.

Climate

- The White House has formally notified the United Nations that it int= ends to abandon the Paris agreement on climate change but remains o= pen to "re-engaging." However, the US still wants to participate i= n UN climate negotiations later this year despite its planned withdrawal. A= ES Members have access to a true and correct copy of the Letter of Intent by the US State Departme= nt to the UN Climate group.

*=09Average US temperatures have risen dramatically and fast.
*=09Rising temperatures in recent decades were the warmest of the past= 1,500 years.
*=09The world - and America - is feeling the effects of climate change= right now.

- The three most significant "Chokepoints and Vulnerabilities = in Global Food Trade" due to a changing climate (AES Members have = access to the 124 page report):
3. Russia - a wheat harvest devastated by drought
2. United States - a flood season that wipes out inland waterways or o= verwhelms coastal ports
1. Brazil - extreme rainfall that knocks out major transport route, ro= ads, and bridges (17% of global wheat, maize, rice and soybean exports).
(On a related note, in the US, the chance of all six Corn Belt stat= es simultaneously experiencing severe water stress is about 20 percent per = decade.

- All major industrialized countries are failing to meet the pledges they made to cut greenhouse-gas e= missions. AES members have access to the peer-reviewed article.

- There are 1,300 Superfund Sites nationwide, and more than 10= 0 have languished for at least five years with no formal plan for = remedy. Of these, the worst might be:
*=09The West Lake landfill outside of St. Louis has decomposing trash = 150 feet underground that is radiating heat - "a subsurface burning event."= The smoldering trash is adjacent to a 200 acre landfill containing 60 acre= s of radioactive waste dating to the World War II-era Manhattan Project.
*=09USS Lead, which went dormant in 1985, sits south of the West Calum= et Housing Complex and Carrie Gosch Elementary School in East Chicago, Illi= nois. All of the land is saturated with lead and arsenic contamination.

Electricity, Power and Utiliti= es

- The= Japanese economy is the most energy efficient in the= world. Each dollar equivalent of economic output in Japan require= s 40% less energy than its next closest competitor: the US.

-= The US has 565.5 MW of storage capa= city, and almost all of it is concentrated in 12 states. About= 277 MW is focused on frequency regulation.

- California has lo= st more than 300,000 MW of solar and wind power in the first six months of = 2017 because it has no storage capacity. China is losing about 17 percent o= f its renewable power because it can't store all of its renewable energy ei= ther. Utilities are generally shunning renewable energy because of the intermittent = nature of solar and wind power generation and insufficient storage capacity= .

- Energy efficiency in the US, an update (AES Membe= rs have access to the energy-efficiency report):
*=0924 states have energy-efficiency incen= tive programs (Texas was the first, two decades ago), while Florida, Indian= a and Ohio have eliminated or suspended existing energy-efficiency policies= .
*=09Each state's targeted electricity savings is different, ranging= from 1% of prior year sales (in Michigan) to 2.1% of average sales over th= e prior three years (in Illinois).
*=09California and Massachusetts a= re ranked as the most energy efficient states.

- Two states, Min= nesota and Nebraska, joined the ranks of about a half dozen states that hav= e allowed their utilities to offer direct-sale, long-term supply contracts = for renewable generation. Under these so-called green tariffs, big companie= s like Facebook and Google have signed deals for more than 8 gigawatts of r= enewables. AES Members have access to the brief (but not the report) and&nb= sp;survey of "Emergi= ng Green Tariffs in US Regulated Electricity Markets."

- AEP is the largest electric util= ity emitter of CO2, accounting for almost 2% of the US's total CO2 emission= s.

Basic Research and T= ech-to-Markets

- A group of US Senators are working with the National Academy of Scie= nces to investigate ways of extracting carbon dioxide from ocean water. AES expert Membe= rs should reply by email to this newsletter if they have done research and/= or seek research funding in this field.

- During the first six months of 2017, sales of diesel automobiles dec= lined 10 percent in Britain, 9 percent in Germany, and 7 percent in France.= The shift is hitting German carmakers especially hard since they ha= ve historically focused on diesel and were slow to develop alternative engi= nes - like hybrids - that could serve as a substitute.

- Google and Tri Alpha Energy nuclear fusion company (backed by Micros= oft co-founder Paul Allen) have developed a new computer algorithm which ha= s significantly speeded up experiments on plasmas, the ultra-hot balls of gas at the heart of the energy technology. Ot= her new fusion energy companies include General Fusion (backed by Amazon fo= under and Post owner Jeff Bezos) and Helion Energy (backed by PayPal co-fou= nder Peter Thiel).

- Many institutional investors (like insurance companies and universit= y endowment managers) prefer clean-energy assets that have long-ter= m revenue streams, such as solar and wind investments, which capab= ly meet "sustainable revenue" targets. For example, True Green has investments in more than 35 projects compris= ing more than 150 megawatts of projects. Their specialty is military housin= g.

- Western Climate Initiative is a private, non-profit organization of = countries operating a quasi- and unofficial cap-and-trade carbon market. Ca= lifornia and Quebec are currently the only members; however, Ontario, Canada= , is preparing to join this Initiative and Mexico is considering it.

- Toyota Motor Corp and Mazda Motor Corp are joining forces to develop el= ectric vehicle technologies and build a $1.6 billion assembly plant in the = US.

Feature: High Bay Research Facility, University of Wyoming<= /i>

- The American Energy Society is pleased to recogni= ze the opening of the High Bay Research Facility at the University of Wyomi= ng - a state-of-the-art laboratory and engineering research facili= ty. The new building's biggest draws: a two-and-a-half story "high bay" lab= , open floor to ceiling and equipped with a 10-ton crane, as well as much n= eeded bay doors, large enough to allow researchers to back a tractor-traile= r into the space to more easily move large equipment in and out. Congratula= tions to the University of Wyoming for one of the most highly ad= aptable high bay laboratories in the world.

- Concentratio= ns of critical and hazardous air pollutants in the US=  since 1990:
  • Carbon Monoxide (CO) - decreased 77% 
  • Lead (P= b) - decreased 99% 
  • Nitrogen Dioxide (NO2) - decr= eased 56% 
  • Ozone (O3) - decreased 22%
