Public-private partnerships (PPP/P3) between a government agency and privat=
e-sector company can be used to finance, build and operate projects, such a=
s public transportation networks, parks and convention centres. Financing a=
 project through a public-private partnership can allow a project to be com=
pleted sooner or make it a possibility in the first place.

Public-private partnerships have contract periods of 25 to 30 years or long=
er. Financing comes partly from the private sector but requires payments fr=
om the public sector and/or users over the project's lifetime. The private =
partner participates in designing, completing, implementing and funding the=
 project, while the public partner focuses on defining and monitoring compl=
iance with the objectives. Risks are distributed between the public and pri=
vate partners according to the ability of each to assess, control and cope =
with them.

In order to achieve a successful PPP, a careful analysis of the long-term d=
evelopment objectives and risk allocation is essential. The legal and insti=
tutional framework in the country also needs to support this new model of s=
ervice delivery and provide effective governance and monitoring mechanisms =
for PPPs. A welldrafted PPP agreement for the project should clearly alloca=
te risks and responsibilities.
