 to the complex nature of injuries and losses=2E An employer can be fined=
 for not following the 1904 rules and the documents released as public re=
cords=2E Many of the fines for incorrect recordkeeping are over =241,000=2E=
 Therefore, the employer must be aware of what types of items gets record=
